PROJECT BACKGROUND
The East Mesa Juvenile Detention Facility is a secure, county-operated facility housing juvenile offenders. Designed for rehabilitation and education, the center requires durable, resilient, and low-maintenance building materials to withstand daily operations while ensuring safety and security. This project involved upgrading the flooring in six identical housing units to provide a high-performance, long-lasting solution that met the facility’s stringent requirements.
SCOPE OF WORK
Signature Flooring was responsible for the full flooring installation, including surface preparation, moisture mitigation, and final installation of resilient flooring. The selected materials needed to withstand high foot traffic, frequent cleaning, and secure facility requirements.
Before installation, concrete moisture mitigation was essential due to high moisture vapor emissions detected in the slab, which posed a risk of adhesive failure. Our team applied Schönox’s EPA Concrete Moisture Mitigation System to properly seal and protect the substrate, ensuring a stable foundation for the flooring.
Once the moisture mitigation process was complete, our crew installed Tarkett’s ID Latitudes LVT collection with Tarkett’s 4” rubber wall base & rubber stair treads delivering a seamless, durable, and aesthetically pleasing finish that met both functional and security standards.
PROJECT CHALLENGES & SOLUTIONS
High Moisture Vapor Emissions: To prevent adhesive failure and long-term flooring issues, Schönox EPA was applied, successfully mitigating moisture and ensuring proper adhesion.
High-Security Facility Restrictions: The project required careful logistics planning to work within the facility’s security protocols while maintaining an efficient schedule.
Tight Timelines & Coordination: Close collaboration with Balfour Beatty ensured streamlined communication, allowing for efficient scheduling and execution across all six units.
RESULTS & IMPACT
The project was completed on time and to the highest standards, providing the East Mesa Juvenile Detention Facility with a durable, low-maintenance, and high-performance flooring solution. The seamless integration of moisture mitigation and flooring installation ensured the longevity of the flooring system, preventing future failures and reducing long-term maintenance costs.

Nancy Thiel, founder and principal of Thiel Architecture + Design, is a licensed architect and an interior designer. With 40+ years’ experience working with luminaries in the architecture world, including Michael Graves, Robert A.M. Stern, and Rockwell Group, where she served as a studio leader, Thiel’s extensive portfolio includes single-family homes and multi-story residences, hotels, restaurants, retail, fitness clubs, offices, theaters, schools and shopping centers. She is a member of the AIA, holds NCARB certification and is a LEED accredited professional. Prior to her career in architecture, Thiel was a dancer and choreographer.

The firm’s work focuses on high-end residential design as well as hospitality, contract, and retail projects. Thiel Architecture + Design’s work has been featured in Interior Design, Architype, New York and Connecticut Cottages and Gardens, Connecticut Magazine, Archello, and Fast Company magazines. In 2022, the firm received a Connecticut AIA Excellence award for Interior Architecture. Thiel earned a BA from Penn State University and her Master of Architecture degree from Syracuse University.
