Located on the Denver Federal Center campus, GSA Building 53 carries significant historical and functional importance. Originally constructed in 1941 as part of the Denver Ordnance Plant and later completed by the U.S. Army Corps of Engineers in 1969, the building was designed to serve as a fortified federal operations hub during the Cold War era. Today, it functions as a critical federal office and laboratory facility, requiring modernization efforts that respect its historical construction while meeting current performance standards.
The project scope included the installation of over 450,000 square feet of flooring across office, laboratory, and warehouse spaces. Work was performed within an occupied federal campus environment, requiring careful coordination and adherence to stringent operational and security requirements.
A major challenge involved addressing extensive water damage resulting from multiple flooding events. Existing conditions included 80-year-old parquet flooring and asphalt-based substrates, both of which required specialized remediation prior to the installation of new flooring systems. The project team developed targeted solutions to restore and prepare these aged and damaged substrates, ensuring compatibility with modern materials while maintaining long-term performance expectations.
Through detailed evaluation, disciplined execution, and close coordination with project partners, the flooring scope was successfully completed, transitioning the facility from historically constrained conditions to a functional, modern workspace.
The project team’s performance contributed to JE Dunn Construction receiving the highest performance rating awarded by GSA since 1969, reflecting the overall quality, coordination, and execution of work on this complex federal renovation.
